And while digital compliance is essential (and legally required under Regulation 7 of the CDM Regulations 2015), the *experience* of a purely digital handover is underwhelming.
You have just spent £50 million on a commercial build or £2 million on a luxury home. Being handed a WeTransfer link feels anticlimactic. This is why, in 2025, we are seeing a resurgence of the **Physical Handover Pack**—not as a replacement for digital data, but as a tangible symbol of completion and quality.
### The "Keys in a Ziploc Bag" Error

In the UK, the Health & Safety File is a statutory requirement. While the HSE allows electronic formats, many institutional investors and facilities managers still like a physical "Master Copy" for the site office.
